A series of controversial amendments to the Ocean County Republican Party’s bylaws were introduced in it’s annual convention Thursday — which took place in secrecy, behind closed doors and under police guard.

The shady proposals are the following:

• Enable the county GOP to endorse candidates who are not necessarily registered Republicans and allow campaign funds to be disbursed to candidates for local office who are not the nominees of their municipal clubs.
• Give the county GOP the authority to determine what it means to be a Republican in  “good standing,” thereby determining who can and cannot vote at county Republican meetings.
• Empower the county GOP’s credentials committee to alter the number of votes a municipal Republican club president is awarded when he or she votes for candidates at party conventions. Under the current rules, a club president gets one vote for themselves and one vote for every five election districts in their municipality — known as a “weighted vote” — in order to allow for proportional representation based on the size of a town’s voting population.
• Allow for less than 20% of the 170 eligible voting members of the Republican’s county council to make up a quorum, thereby giving a small minority of members in leadership the power to make policy or select candidates to run in GOP primaries. 
• Terminate the voting rights of the president of the county GOP’s military veterans club, who is currently allowed one vote at conventions.
